Binocular Power

I was wondering what the ruke is on 8.5 power binoculars ?

The rule states 8.0 power maximum with a 1/2 power tolerance. This equals 8.5 total magnifacation. I believe if you look the word up in a dictionary it will say that maximum means not greater than. The rule needs revising if you ask me.
