It is legal. Initially the way it was drafted, all 10/22s were out, but then they suspended that provision. Now it will only be illegal if it has one of those "assaulty" features. Even then though, it is not technically illegal, but it will have to be registered. I am not sure what the ultimate effect of the registration will be, but one of the immediate effects is that you can not sell it online.
