Well, I just emailed the PGC with this question. Although they say they can't answer every question, I have had remarkable luck with them responding to me, so hopefully I will get an answer and then I'll let you guys know.

All kidding aside, I know for FACT that fish and game people DO for sure monitor sites like these, posing as nice guys to hear stuff like this. Offering to buy illegal stuff, etc. Just to be forewarned, make sure youre legal, dont trust what we say.
You got that straight Bill, I have had several "nice guys" ask me more about the details of the buck I found...

Cardeer, thank you for the clarification. Im guilty of being outdated. I can tell you this, though...the guy that found the dead locked bucks did indeed get a permit from PGC to possess, and it cost him $10 per point. Maybe they make exceptions on stuff like that, I dont really know otherwise. Again, thanks for setting me straight! (whispering...Id still pick them up if it were me!)

I thought you could only pick sheds up in PA if they had 3 or more points to a side.....:D:D

I HAVE A friend who has found (4) dead 10 pts (1) 8 pt about 5 sheds. last friday he found a human skull. he sent me pics. im not sure what he is going to do. we advised him to return it to the place foundand call the authorities. all this in fairfax county, virginia.

Well I got the responce from the PGC today. They seem to be pretty good at responding to my questions. To put it simply, sheds are ok, roadkill is ok if you pay $10/point and skulls found in the woods are illegal. Here's what they had to say...

You may not possess a skull and antlers if you find one. The law only allows
possession of antlers that have shed naturally from deer and elk. Antlers from
a roadkill may be purchased for $10 per point from the Commission. As far as
bear, you may not possess a skull that you find.

Hello, I have a quick question for you folks, and I am hoping you can help

While we are on the subject, what are the rules pertaining to PA elk and
black bears?

I won't tell if you don't. Seems like a weird law to me, but what can you do about it. I guess I am confused about the "pick-up" category then if you aren't allowed to pick them up.

Well, that seems strange. I've picked up skulls before and never thought anything about it. Maybe I should leave the litter I find, too. Unless I can buy it back for $10 a piece. How are pickups scored, then? Are they only road kills that are bought for $10 a point.

Man these state are really trying to get some money anyway they can. I thought we left England so the king didn't get all the money. No wonder the jails are full.

I just checked the game commissions website for the PA state record "pick-up". A 194" nontypical. That had to have been hit by a car and bought for $10 a point. That would be an expensive rack. Especially if he had about 20 little stickers everywhere. I'm sure they would charge $10 on every bump they could hang a ring on. Maybe $9 for the ones where the ring falls off.

If the hole in the horn buck was from PA, it would have laid rotting and never been discovered.
