Problem with them getting caught is that the fine or penalty isn't all that much. Most of them go right out and do it again because they can. The wardens take their license but so what. They probably didn't have one in the first place. Years ago I was in a bar and I overheard a guy bragging that he got caught poaching deer at night. The state had him on several charges and they fined him 1k. He said he had been doing it for years and sold the gutted carcases in NY City for $80 a piece. He said he used a night scope with a small caliber varmit gun and could pick them off one at a time until they were all gone. On a good night he could fill his truck bed. I couldn't help myself and punched him in the mouth.
