Absolutely. Those were handed out at one time, I remember seeing them. Back when deer hunting really had to do with herd control and not just a profitable industry. Back when the state had checkstations, common guys didn't have to sell their testes to have a place to hunt, and people were proud of anything they shot.
But, yeah, those are real pins.

I got one too...... didn't know that they were collector items. I pulled my deer pins out just last night and added my 2006 pin. My "Chicago Land" sister in law found great pleasure in teasing me one year I didn't get a deer. She bought me a stuffed toy deer about 15inches tall, she really thought it would bother me being the animal lover she is. Well it made the perfect place to stick all my pins on. It stays on top of my gun safe in the bedroom closet but makes a apperance on top of the fireplace mantel in the family room when she visits, I just show her all the deer pins and ask her when she's going to get me a new one cause I'm running out of room. By the way I think the 1983 Illinois deer pin is larger than the rest, is that a collectors item too??

Yes that is the reason the pins were given out. I've got another pin with a duck flying on it stating "You have to have steel balls" to hunt or something like that. I think thatwas given out when they outlawed lead shot for waterfowl.
