I took the generator back and got another one. It worked fine. I noticed on the original genny that the bottom 120 v outlet didn't work. I figured the problem was the genny and not the lights. I was correct. The new 3250 genny doesn't even flinch when I turn on all of the lights at once. There is a noticable drain on the genny when I add just one 500w halogen.

I don't know if it because I am in Texas or because there was a 15mph wind or if it was the lights but I did not have one bug all night!
