Anyone know where to get camo netting, burlap, fabric, etc. reasonably priced for making ground blinds?

Try an Army Surplus store.

That stuff is everywhere, heres a list.
Dunhams, Dick sporting goods, Meijer, Wal - Mart, K - Mart and just about every pro shop .
Oh Let's not forget about Cabela's and Bass Pro Shops.
I hope that cover it good enough any place that sells hunting and sporting goods, you'll find it.

I bought some at Academy (best price I found around here)....I was trying to find something a little less expensive. It was $35 for3 12' x 54" pieces of burlap.
