Best Deer Rifle
I am currently looking for a good deer rifle and can't make up my mind. I am on a budget so i'm not lookin on spending 700. Somewhere from 300-650$ is my budget. I have looked at Savages, Tikkas, Remington, T/C Venture. Any advice would be appreciated.

Any of the ones that you listed will do well. One that you didn't mention was the Winchester which is being built in South Carolina USA. I have a reply on the Featherweight model 70 in a 270 win you might be instrested in reading. Good luck and Good hunting.

Just an idea .... go to a reputable hunting gear retail store and see what they have in used stuff. For an example, look at Mark's Outdoor Sports, Vestavia, Al. web site for an idea of pricing. I just bought a used, but nearly pristine Browning A-Bolt in 270 Win. from them. Walnut stock (1 slight scratch), Leupold scope mounting system ... base and rings (no scope), Pachmyer recoil pad, and sling studs (no sling) + a complimentary gun sock , out the door, for just about half way between your $300 - $650 limit.

The best deer rifle is the one that fits you the best. A comfortable fit will lead to increased accuracy, and confidence.
Look at several rifles before you decide what to buy.
I owned a brand new .308 Ruger M77. It didn't fit as well as I thought it did, and I wound up selling it the next year. I replaced it with a 7mm Ruger M77, because it fit better.
