Those scopes should be in the 100$ range no more. For 200$ you can get a Bushnell 3200 or a Burris or Sightron along with others which have better glass and better features.

They are not designed to be that way and Leupold will happily fix it for you. Problem is once it on a gun and sighted in that would more trouble than it is worth...
As far as purchasing a rifleman 3-9x40 for 200$..? I would never do that personally. Owning a rifleman will unquestionably cost you more in the long run then simply buying a VX-II. The resale prices on the rifleman's are extremely low when compared to the VX-II's. Not to mention you can easily purchase a like new VX-II 3-9x40 off ebay for 230$
