Why would someone mount a bipod this way?

Stupidity? perhaps.

because they have no earthy concept, of how barrel harmonics and how even minuscule changes too the pressure on a rifle barrel effect bullet impact,
and frequently minor changes can and do result in a huge dispersion of and on group impact points
