If short action is important to you then the 7-08 gets the nod hands down.
However, with slightly more case capacity (not much) and longer neck, you can use heavier bullets in the 7 X 57. My Steyr seems to love 160 grainers.
In matching strength modern actions the 7 x 57 can be a better choice, but not by enough to make a practical difference. And then there's that pesky longer action to deal with.
I hope to someday own a 7-08 but will NEVER get rid of my 7 X 57!
