Bolt without a doubt.I've nothing against lever actions but you'll never get the accuracy a good bolt gun is capable of.To me a lever action regardless of caliber fall's into my "would like to have one" someday group.

You want accuracy, so a scope is probably what you want and scopes generally sit better on bolt action guns.

Since the word "better" means different things to different people your question is skewed.
When it comes to a 22lr, the things I'd do with a 22lr, the cost of ammo and my description of fun....hands down a semi auto is far and away the "best".

ruger 10/22 semi auto. you'll never egret it.
