Tar hunt, Savage, H&R, and Ithaca would all be quite capable of doing what you are asking.

I currently own two Tar-Hunt and a Savage 210. In the past I owned 4 other Browning A-bolts. I can say unquestionably, for the money, the Savage 210 is unbeatable.
