Yep, which is a major reason that the prices of those rifles is as low as they are considering the quality of the parts and how well they shoot.
I bet you that a savage short action receiver is dang near as long as a Tikka receiver.
Tikka uses the same action in both long and short action variations.

I never really thought to check that. Both are fine rifles for the price and will usually shoot with rifles costing much more. I just personally prefer the Savage. I think my next bolt action will be a savage classic.
