Send it back to Browning, they will make it right, and they will make it group, factory standard for an '06 BAR is 1.5" at 100. The best part is they wont charge you a dime, and turn around time is quick.

I bought the rifle in early 2007 IIRC (wasent too darn long ago), and sent it in in the spring. All you do is call Browning (through the number on their website)askforthe service department, and tell them your problem. They will tell you to send it in to their main repair facility. Remove all of your accessories from the rifle (scope, mounts, sling etc.) Box and ship the rifle through the USPS mail (or anycarrier you wish), you dont need an FFl if you are sending it to an FFl or manufacturer on the other end, and they can send it directly back to you.
In a week or so, you get a letter from Browning in the mail, it gives you a tracking code to use on their website to track how progress is going, and what they are doing. I've sent them 2 guns, and I had both back in ~ 5weeks total after I shipped them.
The price for repairs and refurn shipping is free, gratis. You cannot beat Browning customer service in my book, working on, and fixing an old model rifle for nothing, and you'll love your rifle after they get done with it.

Have you considered the magazine? Sometimes it can be bent slightly and can began to shave bullets enough to where it will make a difference at a 100yds and not at 50. I own a savage 110 30-06 and a Tikka T3 in 30-06 also both accurate. Out of the box I shot the Tikka at 200 yds with 1" group. But basically your preference, or brand loyalty.

Well, with Fusion 150 grain bullets I'm getting about a 2" group at 100 yards. This is close enough for me now. Is this normal? Might be slightly tighter than that but about 2". I shot 3 shots the first 2 were slightly tighter than that but not much then the 3rd was about that. So all were within about 2" of each other. It's good enough for me to hunt with. I guess it's just very picky and doesn't like many bullets. Loves the Winchester Silvertips at 50 yards one of the best I've found but I couldn't get it to group at 100.

Before dismissing the rifle as being deficient, try using a different scope...have had several that crapped out and did some pretty bizzare things. BAR'S are normally pretty tight shooters.....
