The BEST 9mm is a .45!:DSeriously,there's so many good pistols on the market, you just need to look at as many as you can and select the 1 that fits you best and offers the features you desire.

The one you shoot most accurately with!:) Any of the 9's from the major companies will serve you well. It will mostly boil down to personal likes and dislikes.

The best 9mm? Whoa... Um, there's like 8,537 different 9mm handgun manufacturers. ;)

Anyway, IMHO, the most solid, wickedly accurate 9mm, is made by CZ. It's the CZ-75B full size version, on par with Beretta 92FS and the various S&W 9mm's. The thing is, people might look at it like "CZ?" and then think "Oh yeah... That's that Czech Republic/European police handgun". The CZ models are built like a tank and will feed any type of 9mm ammo without any issues at all.

You can get a Glock for that kind of money. Very nice shooters.
I have the model 30 in .45ACP, and my wife has a Springfield Armory semi-auto in .40S&W.
I firmly believe the Glock feels better and of course has a reputation of reliability (more police side arms are Glocks than anything else). I know the Glock shoots so good, it allows me to shoot a bigger caliber(.45) than some other brands I have owned.
I assume you are considering the 9mm because it is easy on the hand to shoot. And it is, but if you are going to use it for self defence, and/or conceal . . . get the biggest caliber you can stand.
Again, the Glock does not give me the hand fatigue the Sprigfield does. And it is a smaller caliber.
Consider resail too. Glock will give you most of your money returned compared to other popular brands.
