FFL needed for muzzleloader?

To buy a muzzleloader/black powder gun, is is necesssary to go through an FFL or not? My brother's wife wants to buy my bro one for xmas, but isn't sure how to do it?

Muzzleloaders that can be change to a centerfire have to go through a FFL dealer. Example: TC Encore's DO HAVE TO GO THROUGH A FFL.

Thanks for the info. I will probably end up doing the actual purchasing, so I wanted to make sure I had the info correct. But...if the gun is JUST a muzzleloader, no FFL needed?

Correct FFL transfer not needed for just a muzzleloader that can't be change to anything else but a MUZZLLOADER (example: TC Omega)
