What you say makes sense to me, because I was sure he'd say the 7mm/08 would be out of the question.
We had discussed 7 X 57 in the same conversation so I'm wondering if he just misunderstood my question about the 7mm/08.
I'm sure the 7 X 57 would be fine, but I too was surprised when he said ok to the 7mm/08.
I trust this shop explicitly so I'll call them back and ask for clarification. Maybe I'm the one who misunderstood him!

The original 7x57 (military loads) would be fine in the 96 however the 7mm-08 as originally loaded would not be. With loads in that pressure range regardless of the caliber the 96 would handle them. However for the builder of a rifle they have to look at all available factory loads for those calibers and Nix some of them on that basis.
