Let me make sure, you are choosing between a Remington and a Howa in .223 Remington, yes?

Relatively recently I owned a new .223 Remington, which I had purchased inspite of concerns I have heard about quality control. Much to my dissapointment, I had trouble to get it to chamber even after warranty work. I got about 1&1/2" groups at 100 yards. I sold it off. So I won't be going back to Remington any time soon. Others have had more success than I.

Although individual guns will vary, overall I think I would lean toward the Remington 700. Howa is not junk, but I wouldn't expect the average one to group quite as well as the average Remington.

DH2006,
I have a bull barreled Smith &Wesson Model 1500 in .223.
It my understanding that these rifles were made for S&W by Howa .
I've been using Winchester .55 gr ball ammowhich has yielded groups of 1/4 " at 100 ydsand in some cases tighter depending on the conditions.

Howa's are good shooters IMO.

The really fantastic thing about the .223 is how easy it is to load for. I have several .223s. Two Remingtons, both of which are sub 1/2 MOA rifles. One is a standrad 700 BDL, the other is a VSSF. I also have a CZ in.223. Very handy little rifle, easy to carry. It also happens to be very accurate.

I know you didn't ask, but for accuracy, I would add in the Savage 12BVSS in the single shot version. It will probably shoot well out of the box. Bedding it would only improve on great.

I would scrap the Remington and Howa and go with a Thompson Encore. For accuracy, I would use a Match Grade Machine custom barrel in 223. This would give you more versatility if you ever wanted to change barrels (calibers) and use the gun for something else.
