If you have gun shows wheere you are, you can find a usedsavage 110 in 06 for 200 bucks or less. The winchesters are overpriced now so look for a Marlin if you want a lever gun. But also look around for an Ithica levergun. Should be alot cheaper.
However you can get a really decent gun if you find a cut down millitary sporter. That might be a mauser or, enfield that is in the original caliber (IE 303, 8mm, 6.5 swedish, or 7x57)) but the stock is cut down to sporter configuration. It may have a truly crap scope on it because sellers will sell a good scope separately. But if it does have a cheap scope, at least you can mount a decent scope in the rings.
I have a swedish mauser in the original millitary caliber (6.6x55 or 6.5 swede). It's original millitary stock is cut down as a sporter stock. It has it's original metal but plate but that is no prob for a 6.5. It had a cheap tasco 4x mounted so I swapped it for a a Bushnell banner 3-9x32. It cost me 150 bucks. Shoots 1.5" groups with cheap ammo and I love it.
Make sure you check out the barrel and throat of any millitary rifle for wear and pitting.
The Stevens model 200 and Mossberg ATR will cost you around 300 bucks or less new and both are excellent cheap guns
Lastly, you might try a single shot from NEF or Harrington and Richards. About 200 bucks new
