RE: peep sight sighting in
i used to use the willaims peep sights on all of my rem 7600's. are you using the smaller peep or the bigger one? ( if you un-screw the smaller one out )
most of mine i put right on and where dead on at 50yds. i would try shooting at 50yds and go from there.

If you are using the Foolproof, these sights have 1/4" (.25 MOA) clicks. This means one click will change your point of impact .25" or so @ 100 yards, or 4 clicks per inch at that distance. If you are zeroing @ 25 yards, it will TAKE 16 CLICKS to move the point of impact 1". Move the rear sight in the direction thgat you want to move the point of impact. For example, this means that if, at 25 yards, your first shot lands 4" below where you aimed, you will have to MOVE THE REAR SIGHT UP 64 CLICKS to get the bullet to hit where you aimed!! If you do your initial zeroing at 25 yards, you MUST DO YOUR FINAL ADJUSTING AT AT LEAST 100 YARDS TO MAKE SURE OF YOUR SETTING!! Remember, ANY error that occurs at 25 yards will be 4 times larger at 100 yards, 8 times larger at 200, etc.
