I have a Tikka T-3 (338 Federal) and love it... Aside from my recently acquired Savage 110 (300 win mag) it is the best shooter I own. Don't know about the savage. Haven't had a chance to shoot it.
anyway to answer your question... If you're down to 2 and it's either a t-3 or the 8400 I'd say go with the t-3. 8400 is a great gun from what I hear. personally, I don't see spending double the money on a name. Whatever you do, do not use the Tikka factory scope mounts. I had some real problems with mine and eventually went to the Leupold twist in type. no problems since
