Keep people from multiple screennames?

Would it be possible to limit people from having multiple screennames? Seems some guys have 3-4 different names, and cause all sorts of trouble under one or two of the names, get kicked off, then simply log back on as a different name. It's annoying.

How do you plan to do this? YOu can't go by IP address' because people with dial-up, their IPs change everytime they dial up.
