Ist of all, not all public land is open to atv use,(disabled or not). In WI alot of county land is closed to atv use and the state land is open in some areas. It all depends on where you want to go and in what state or county. Check it out before you waste your time in court.

Most states have special disabled permits avaliable for hunting from a vehicle. I have a permit in Pa and Wv to hunt from any vehicle. Just watch your side mirrors. I had a disabled friend blow the one mirror off his truck. The scope was on the deer but the barrel is a couple inches lower. OOPS

I have a permit to hunt from a stationary vehicle. That means basicly anything with wheels. But I still have to abide by regulations such as governing ATVs. That means no tearing up creeks and streams, sticking to roads where required and notifying the local ranger that I have a permit. He has the final say on what I'm allowed to do in his jurisdiction. I'd say it's the same where you are.
