I don't like the foot strap, a metal stirrup won't snap and let you knock yourself out. The poundage is enough, the red dot sight work? Hard to go wrong with a recurve crossbow.

Looks like a Horton Steel Force.
Don't know much about them. Cheaper/less expensive...bow is all I know.
If it is a Horton, they are a good company to deal with in my experience.

How much does he want for it?

Know3 things. First they don't make it anymore so I am not sure about parts, Second they don't have real good triggers. Third, that foot strap will do just fine. They have been on there for years and I haven't heard of any failures....just keep an eye out for cuts or badly worn spots in it.

These little bows have a small following and when they hit the public market they get snatched up for parts and future use. They usually bring around $150 give or take depending on accessories and condition. Let me know if you don't buy it and it's less than $150. I have a buddy that buys every one he can get his hands on for this group of followers. I wouldn't mind having one myself.
