He may be refering to the people that shoot thier bows in the hallway of thier house/apartment, or shoot one in the alleyway of a city. Niether practice is very safe without knowing exactly what is behind your target and having a large dependable backstop.

That is what I get out of it any way, but it is a rather confusing statement. I can't believe he hasn't posted to clarify it.
