I believe the state of Maine requires 40lbs of pull to be legal. It could possibly be 45lbs but I'm pretty sure it's 40.

I don't know if there is a limit, but there is a minimum in NYS:

It is inlawful to use a bow with a draw weight of 35 lbs or less.

Have to be pulling 40 pounds in oklahoma with broadheads no less then 7/8s wide, and 1 1/2 inch long

CT says nothing about poundage.
What they require is the bow must be able to propel an arrow at least 400 grains 150 yards over level ground. I'v been told this equates to 40-45 lbs.

Not to be rude or anything, but I don't think I would feel confident shooting 35-40# on something like deer. I wouldn't go below 50#, presently shooting 60#.
I realize that a young person may need to start that low and work up, but is it really adequate for deer size game?

A few years back my wife/hikchick and I (we teach bowhunters Ed for the Idaho F&G) had a female student in the class. That following season she killed a huge bull elk (380 class) with nothing more than a 40 pound bow and a two blade broadhead. I should add the shot was a complete pass through.

Colorado minimum is 35 pounds. That's plenty enough to take deer, elk, or moose.

Thousands of people take elk and moose every year with 40 pound long bows nevermind compounds.
