The rules state that you cannot use any part of your equipment or person as a means to establish the range.(paraphrase)
I believe the pins are part of your equipment. I have heard these rumors from time to time. If you see a sight with pins below the ones used for sighting that look like they might be set up for this purpose, (inverse gaps) you might ask what that is for or refer the set up to an official.
