Check out PSE bows or browning bows. They offer quality bows at good prices. Plus there customer service is excellent. Another brand may be darton or jennings.

For under $400 you can get any bow made during 2002 and a lot of bows made in 2003. I would rather have a used 2002 or 2003 top of the line bow than a brand new mid range bow. I would go to a good bow shop and ask to see their used selection. Or, if you have a friend or know someone who can guide you and set up your bow, I would check out ebay, you can get great deals there.

For $249 you can get the Reflex Excursion, which is either the 03 Hoyt Magnatec or MT Sport. It has the Hoyt Tec riser, and the cam.5 system, although a little different than the actual Hoyt cam.5.

I like reylamb's suggestion though you can also get many of the North American Archery Group (Jennings, Fred Bear, Buckmasters, Golden Eagle) for under $400. Nice bows with some decent refinements and the price is hard to beat.

My suggestion is to buy a top-of-the line bow used. You can find some very good bows that are well taken care of, for cheap.
If you want to buy a new bow, I would also look at the Mathews FX. You can get a new one for $400 or less.
I am currently selling mine for $275 shipped. 27-28in draw, 50-60lb. Great shape.
