Not sure how Elk hunting goes since we don' t have any here in MA, but I' d probably head further up the trail in the direction I thought they would be coming from. On the way out I' d say in a nice gentlemanly voice " make sure you keep your eyes open in case any slip by me. I' ll be up the trail a piece. Good luck." Might be just enough to make him think.
Thats if I was in a good mood though. If I was having a bad day I' d go sit down next to him and say " You know what? You' re right, this is public land." Then I' d proceed to light up a cigarette and start singing to myself.

I' d get up wind of him and light about 20 cigarettes, start a little fire to warm myself, take the dump, cough, talk to the trees and then I' d leave. Oh, pee on the fire to put it out and call for a medivac from all the smoke inhalation.[:-]

I had a similar case in Michigan while deer hunting. I was on public land, deep in the swamp when I see this hunter walking toward me. I stand up and wave to him so he will see me and turn around, right about then there are gunshots real close. So the sits down about 50 yards from me?? This is rifle season go figure. He just sits there, so I get up gather all my gear and go stomping out of the woods as loud as possible right past the jerk and tell him good luck.

If I was in a bad mood which I probably would be after this I would run up and down the ridges throwing rocks and knocking things down the hill making all kinds of noise and then waved to him and say have a good day by now.
