For $30, how would this be as a starter set for a soon to be 7 year old?

diamond Infinite edge is another versatile bow. I bought three to give out at Christmas, and personally have one. Im certain Your local pro shop will have something for You at your price range that suits You well enough to wet your appetite.

I will ad that I bought a bear brave two or three, {cant remember for sure} for a young fellow who's often around when we are shooting. Well long story short, His arrows bounce of the targets with the draw weight brought down low enough for him to draw. Hes ten.

This is a light bow, with smaller hand grip. I think its a good starter bow. We got one for my step-daughter and she hit her forearm(held it wrong) and now shes scared of it. Wife shoots it when the weather is better. A good release and drop-away rest is beneficial. The original whisker bisquit is loud and cheaply made.

You might be better off getting a bow like the Mission Craze - it adjusts down to kid size and weight. Down to 15 pounds and 19 inch draw. But it adjusts up to adult size and is a very nice bow that your son could use into his adult years. My son has it and it beats the heck out of what I have been using!
I think youth bows that are not suitable for eventually hunting are just money down the drain. If you think spending that kind of money on the Craze is too much, perhaps have your son donate half the cost from his allowance, birthday money, doing odd jobs, etc.
