I can see this plan backfiring on the herd though - you eliminate baiting and implement EAB program... it just seems to me that both these things combined will decrease the entire harvest for a season.

I don't quite understand why doe populations are really all that higher in MI, if they in fact are. Most counties (deer management units) sell out of the extra doe permits issued. Maybe they're not being filled?
