County GIS is always a best bet if your county has it.

This will link you to the USGS download page which will allow you to get topos (in various scales), aerial photos and many other items. You can also try a program called USAPhotoMaps. It is free and gives you access to DOQQs (aerial photos).

x2 Also try your state DNR website. WI's has a very nice GIS program that I use a lot. Also, if all else fails or if you want something else kinda cool. The Mossyoak.com forums have a mapping program (free, just sign up) where you can do aerials, topos, or topo overlays on aerials. Pretty cool stuff. The program is a bit slow at times, but the results are nice ;)

I got mine from mossyoak.com, you have to register, but that only takes like 1-2 min. and it's FREE. They have topo's and topo overlays.

I usually use the county's GIS tax maps. Have also used www.topozone.com in the past.
