Never heard any sound from my practice tips. A loose fletch will flutter and whistle. I shot them last year and they are awesome heads. I did get some 125g Slick Tricks this year and I got them flying just like my Rages. Interchangable at this point. The only issue with the Rages is you must be dilligent to make sure they are locked in place on the o-ring. They can come loose, but I've never had one prematurely open on me, and I shoot the actual BH before the season not just the practice head.

I think its the arrows, not the broadheads

Therages I bought last year also make noise. The practice head and the broadheads them self. I can't explain it but they are definitly loud in flight. I have tried them on my GT arrows and my CX arrows. I have to say even though they make noise they seem to be a good head.

Everyone is saying it's the arrows or the fletching. I assume you are useing the exact arrow you used with the other practice heads are you not? If thats the case maybe it's just the practice head has something loose or is a bad cast. Try another if you can.

Just to add to rick also check on that practice head and see if the black o ring fell off?

You don't need an o-ring onthe practice head the blunt blades are locked and do not deploy.

Yes thats true,but the practise blade still has a o ring,could make a difference.I used them this spring for turkey,and never had them whistle.

1/2 my practice heads don't have o-rings. No issues, for me.
