here in missouri everything is flooded and i was wondering if that effects antler growth

Not sure about extreme amounts of rain, but I read somewhere that when you have a good amount of rain and everything is growing like nuts, antler growth flourishes compared to drought like conditions.

during drought conditions antler growth can be down 20%, to much rain (floods) maybe the same since crops and food will not grow

I have never heard of too much rain affecting antler growth, but I can promise you that not enough can.;) Where I am at that is a distinct possibility every few years. Things are not looking good here this year. It is a very bad thing when you have to fire up the irrigation wells just to get the crops out of the ground. About the only moisture we got this year came in the form of golfball to baseball size round spheres. Took our wheat flat to the ground.

Too much rain can lessen the protein levels of natural forage, so in a round about way.. yes.

if the floods killed off their natural forage in the antler growing stage then i would have to say yes.Your deer herd could be hit pretty hard this year,i'm sure it has destroyed your crops like soybeans,ect.and we all know how much deer eat crop fields.

During a food shortage or harsh weather the body replentishment and preservation will prevail over antler growth.
