In Texas there is no age limit but the hunter has to be hunting with a bow that is at least 40lb draw weight and yes they have to have a hunters safety course if they were born after 1969 or 1970.
You're right, there is no minimum age, and you must be pulling at least 40lbs for turkey and "game animals" other than squirrel.

As for hunter education....it is required if you were born on or after Sept. 2, 1971. However, you have to be 12 years old to take the course. If younger than 12, you must be accompanied by a legally licensed hunter who is at least 17 years oldsAND within normal voice range of each other.

12 years old and a hunters ed coarse, and a seperate one on top of the general one for bow here in Rhode Island

Here in Ohio they started an appenticeship program for youths. The have to purchase a apprenticeship liscense (Limit of 3) then have to be at the side of an adult. After their 3rd apprenticeship liscense or before they can take the hunter safety course and then get a youth liscense. Pretty cool program, no age limit in Ohio for kids.
