As far as trophy hunting goes I would have to say midwestern states such as Iowa and Illinois. Also Texas and Montana are great states. I personally live in MS and we may not have the giants the Midwest has but we do have some good hunting down here and so does our neighbor, Alabama.

Describe "best"? I assume you mean big bucks. Anywhere in the Midwest - Illinois, Iowa, Ohio, Kentucky. Of course you can not forget Kansas and Texas.

Wisconsin and Iowa would be my top picks. North and South Dakota would be a good choice too! Being i'm from Minnesota and know and see alot of the boone and crockett bucks being shot each year, this is a very good state as well!
