I don't really think that there is a right or wrong time for the whole apples thing. Deer will probably take a few days to find them and eat them. Of course you wanna check your regs to make sure baiting isn't illegal.

DONT CUT THEM UP. If you do, they will be too rotten to consume when the deer find them. If I were you Id get a bag or two of shelled corn and a small bag of some kind of attractant (C'Mere Deer is AMAZING) or even buck grub works well. Drop the corn, mix the attractant in, spread it out a bit and throw some WHOLE apples in the mix. If you do not want to use anything but the apples, spray some C'mere Deer liquid on the apple pile you make and if you're near a heavily used trail, or just outside of a bedding and the wind helps you out, a day or two and the pile will be gone !
Deer usuallydont touch the apples until they get all mushy anaways. Cutting them up speeds up the process so i say go for it.

I give the deer here apples when my shop owner has a bunch left over (It's been over a year, though). I usually wear my rubber boots and walk around and step on them. I'm not sure how long it takes them to get on them.....because I only went into this area once every couple of weeks (when I had a reason to....before my feeder was stolen). I've only spread apples a couple of times....but I've never seen any leftovers;).
