Ground Blind in PA

Guys,
I have a client in my office today telling me that it is not permitted to use an artificial ground blind while hunting deer with a bow orriflein PA.
He's talking about the double-bull, Ameristep style blinds.
Is this true?

I would say that he is wrong, but take a look at the following link.

im 99.9% sure he is wrong. i know years ago you were not allowed to use a blind for turkey hunting but i believe that was also changed. I have a few friends that hunt from blinds.

He said he has been hunting his whole life so i was hesitant to question him. I have another meeting with him in an hour so i'll let him know.
Thanks guys
