I have a ten point out behind my house. He lives on the hill. I would call rattle use scents and every thing i could think of but he still wont come down off the hill. I had glances of him but never had a shot. What could i do differently?

one thing i forgot to tell you is i dont own and dont have permission to hunt the top sry

does anyone else have permission that you know of? probably not and that buck has probably figured out that as long as he stays on that hill, he's safe because there is not "people traffic" to worry about.
I'm not sure of your state laws, but if it's legal, you may try a decoy to go along with your calling and such. May be a little late in the year for that, but worth a try.
