If he has a scientific or breeders permit he can legally keep the deer, but baiting with it? Can't say as I have ever read any regulations pertaining to that... Of course he probably isn't baiting with it he is just letting the doe experience more of it's native environment to stimulate breeding success...:D

SEX IS THE LURE.......small, young does are mated as well.....I dont think size matters..........to the BUCK....as much as it duz to us guyz........... HARDY HAR HAR

How about if there are less doe's the bucks will have to cover more ground to find them and that increases the liklihood of seeing cruiser bucks in the area's that you hunt.It really is dependant upon the amount of doe's you have in your area.We have so many it is shoot early shoot often!
