Diamond Edge...
depends on your budget though... many of the bigger brands make a bow that can be bought with 50lb limbs which can easily be dialed back near 40lbs... for the money though the Diamond Edge would be a great starter and if she doesn't like it that bow setup seems to fetch pretty good resale... lotsa folks out there looking for that bow for either their wives or kids... I just bought one for my oldest boy, got the 30lb version set for 25lb draw... the pro at the shop told me that when the time comes to "upgrade" the draw weight that diamond has a limb exchange program and I could upgrade the limbs for like 30 bucks on trade... pretty good deal i thought...

My wife shoots a Vectrix, loves it. Upgraded from her RintecXL. The Selena is technically the Hoyt women's bow, but for the money, get a Vectrix and be done with it!
I shoot Bowtech, soI would also strongly recommend the Tribute. Won't find a faster short draw bow.

Parker has probably one of the best lines for youth or women. They have several bows on the growing up with parker program where you can upgrade to a new higher poundage limb for $50 with out trading in the old ones. Even there adult bows are available in a shorter drawlength cam that optimizes short draw performance. For shootablility and value I dont think you can beat them. For flat out performance like mentioned before the bowtech equalizer is king of the short draw.
