I plan to buy this base, rings, and scope. My question is am i going to have to buy a riser block to clear the hammer? Thanks in advance!

I've seen some guns with the hammer spur bent to clear the scope. But this is a job for a gun smith or someone who knows how to work metal. If you try to bend it without properly heating it you will crack and/or break your hammer.
A riser block may eliminate the need for this but it also makes you shoot with a less then favorable cheek weld to the stock which could effect your shooting accuracy.

If it was me, I would go with an inline muzzle loader as they are designed and drilled for a scope. I would never put a scope on my .54 Renegade, my opinion only.
