What I have done with ramrod tips on broken wooden ramrods is to cut the wood off as close to the end of the tip. Take a propane torch on low heat, direct the flame at the wood still in the tip, and burn it out. I have done this on both brass, and steel ramrod tips, and re-used them, making new ramrods.

Heat is the only way to release that stuff. I love epoxy.
