Been trying to buy these for a year now, but don't want to buy a 1000 and pay hazmat fee. Any suggestions.

Check some gun shops that reload or trap clubs. Lots of times members will have purchased the 209s in bulk and might be talked into sell a few hundred.

had to order mine. Take advantage of the hazmat fee. I ordered 5,000 of them LOL.

Just have your local sporting goods store order them for you.

in order to ship primers i'd have to add on a $20 hazmat fee. It sucks butt but its the only legal way to do it.
