can either of these rifles be converted to the #11 or musket cap version? i hunt in WA and they dont allow 209 primers

CVA makes breech plug converters so that you can fire #11 caps for some of its rifles, but they don't make it for the Apex. The only two current models that can be converted to #11 are the CVA Elkhorn and Buckhorn. Some of the older CVA's can be converted as well. The TC Triumph cannot be converted as far as I know.

State Law no 209's during ML season... Idaho -Washington-Oregon amoung other things you can not have - like in Idaho no scopes - loose powder only - All lead conicals only...

Hardly any of the new firing pin style can be converted. The ones that used an open breach with a firing block, you don't hear lot about them any more. The Thunder Hawk and the System One as a matter of fact I just seen a System One for sale in The Heber Springs Gun Shop when I picked up my Endeavor, it was a stainless Steel with two barrels a 50 cal and a 54cal. I looked at it would grade it at 85% NRA it had all three firing systems included.

washington law states: primers must be exposed to elements and cannot be sealed. no scopes either. i was just looking for a new ml that meets current law. i have a CVA Staghorn magnum 50 cal. already./

The TC Black Diamond uses all 3 types of percussion ignition.

I'm glad I live and hunt in Arkansas, very liberal ML laws here. Must be .40 cal or above and load thru the muzzle, can not be capable of firing a cartridge. Thats about it.
