Slight correction for the VA tags - In Virginia when you buy a big game license you get 3 either sex tags (one of those has to be East of the Blue Ridge), 3 antlerless tags, 3 turkey tags (2 spring or fall and 1 spring only), and one bear. I can't say that I necessarily agree with the 3 either sex tags, but I certainly appreciate the simplicity of the licensing system here in VA.

Michigan allows two; but one has to be at least four points on one side

Virginia. North Carolina. Georgia. Maryland. Those are the states I hunt. I'm pretty sure you can in Illinois and Iowa (at least residents can - not sure about non residents).
