What type weapon, bow, rifle? I've been to Colorado 2x's during archery on a fully guided hunt with Winterhawk Outfitters. Its a western style, horseback hunt. One of their guides my 1st year was from Florida. I first saw them on Outdoor Ch. Then met 1 there head guides at a sports show. Both times I really enjoyed it, and going back this Sept for muzzleloader if draw a tag. But archery is OTC, and I believe the 3rd rifle season is OTC in some units.

New Mexico!
With a guide you'll get put in the guided draw which usually has much better odds than the regular random draw...I'd find a guide who hunts public land in NM either in the Gila, or units 34/36 and hpefully you'll draw.
I'd have a backup plan though...MT has guaranteed tags if you hunt with an outfitter.
a WY general tag might be the route to go as well, non-residents can't hunt without an outfitter in the wilderness of WY something to consider/check out, and you might get to see a grizzly! haha.

I'd suggest southern CO areas 80 or 81 and you might get drawn.
I just spent yesterday in the mountains of CO dragging out a frozen cow elk shot and dressed the evening before. Day time high temp was 8 degrees. You may want to reconsider the "winter" part of your request.

The 2nd and 3rd rifle season in Colorado is OTC license. New Mexico has plenty of hunts where you can buy OTC license due to landowner vouchers. MT has Outfitter sponsored license but they're pricey. We have all these hunts and even have hunts in Colorado where you can buy OTC license no matter what season you hunt but none of our hunts are on public land. We do offer public land guided hunts in New Mexico but you have to draw a tag for those hunts. If I can help call me toll free 1-877-647-9926 or email e at [email protected]
