On a budget the howa is a fine rifle.Savages are also quite accurate but look a little crude. As far as cartridge I prefer the 7mm mag over the 30-06 as it shoots flatter with very tolerable recoil.

I saw a used 270 Ruger in a shop in Lander with a scope. I' d suggest looking for a used rifle and a good scope. Where in Wyoming are you?

Savage is always having a sale of thier package deal for around $400.00 .It has everything you mentioned and would work fine . Or just watch the sales around and you should have no trouble finding a rifle for $600.00 Halcon

Ruger is generally less than Winchester or Remington and a nice rifle.
Can' t go wrong on a budget with a Savage.
NEF makes a nice single shot for $200 dollars. Great value for the money, they generally shoot well, if I had a really tight budget I would definitely look at one.
I have one in .223 nice little rifle, shoots 1" groups, and the trigger was OK when I got it.

Saw a good product review on a savage 06 with a scope already mounted and bore sighted. The package is sold at wal-mart. I know sounds a little odd but it got good reviews for the price, although I have no personal expreience with the kit. Should be under the $600 limit.

I know that the Walmarts around here sell the Savage package deals for about $400. Weatherby Vanguard (Howa) for about $400, Basic Winchester 70 for less than $400. They also have Bushnell 3200 for less than $200, Nikon Buckmasters for less than $200, and Leupold VX-II for less than $300.
On a budget you can see that Walmart might be your best bet to get a good rifle for under your $600 mark.

Have gotten some really good deals at walmart in the past on a few(use to know the person at in charge of the gun/deptment lol).
For $600.00 bet ya could find / buy a few rifles( new or used) for that price.Have a nef& a savage , i like im both.

Can' t go wrong with the savage package deal if you are on a budget. 30-06 is also a great choice.

I' d also check with Basspro if you have one in your area. Find out when they get their new stock. They often reduce the price of exsisting stock to make room new items. I picked up a winchester 70 model 7mm mag for $329.00. (they knocked off 200.00. I then put on a bushnell scope, got a gun case, box of shells, sling and a cleaning kit for another $275.00 bringing my total to 604.00!!!

Moral of the story, don' t be afraid to barter a little when dealing with your larger retailers. They can help you a lot if they want to!

Another option might be used. It' s getting to be the time of year when people start selling their guns. Check the local newspaper and pawn shops. Case in point, I just bought my father a rifle from a guy I work with. $150 for a Remington 700
30-06 with a scope. Near new condition. You' ve got a lot of time so shop around a little before you buy.

I' ve personally never used one but you may definitely want to look into a Remington model 710. It is offered in either .30-06 or .270

MSRP is only $425 for the gun with a premounted scope. Like I said, I' ve never used one, but I do own many other remingtons that are all great guns.
