IMO the muzzlebreak can and does reduce recoil. (Vented at the muzzle so the gases are spent back towards the shooter so as to reduce recoil)
BUT, they are very loud! In fact, our shooting range does not allow rifles with muzzlebreaks shooting inside the building.
I firmly believe there are other answers with as much or more results.

7MM-08 with a controlled expansion bullet of at least 140 gr. and limit shots to 225 yards or under on broadside animals.

I plan to use a 6.5x55 with good handloads to take my first elk this year. My wife owns a 7mm-08 that she shoot great with and has used it for deer until this season. Last christmas I bought her a custom 30-06 on a M98 action that she shoots even better(1/2" three shot groups @ 100yds with handloads I worked up for the rifle).

My minumum would be the 25-06 with a 120 grain bullet or the heaviest Barnes bullets.

That's a rather high minimum,IMO. I would say someone couldcomfortably hunt with a .25-06 loaded with the right grain.
